Most of the people don't really know about the Netherlands and Mexico's relationship.
Maybe because both countries have had strong internal problems to look outside their own social circle; the truth is that the Dutch have had influenced the Mexican culture a lot. The dutch influence started in the Colonial time, With a new born new spain.

Spain who was, a really jelous, manipulative and controller boss and paternal/brother-ly figure to his Colonies made practially impossible the inmigration of Europeans (that weren't spanish) to his colonies. Making absurde and really strict laws that their colonies should follow  the verbatim.
These laws were usually to have exclusive control over his Colonies' lifes, New Spain, who was called "the Jewel of the empire" was the colony who suffered the most these laws being over-protected by Spain. But nothing could stop the dutch curiosity towards New Spain, seeing in her a huge oportunity to make her a great exchange partner and the bridge between him and the Asian colonies.

Since Spain wouldn't let him have a real close contact with New Spain, and due his problems against the Spanish, the Dutch started to invade and loot Mexican ports with pirates. New Spain wasn't an easy spot, having great ways of protect herself from pirates so,Spain never really got worried about these attacks.

In the good side, the Dutch where always in New Spain, influencing the arts with heavy flemish  touch, but also the religion (a really hard thing to influence for any other country, thanks to the spanish inquisition) , Technology, Diplomacy etc.

As you may know the evangelism was extremely important for the spanish colonization of the new world, and letting an 'outsider' like Netherlands evangelize the New Spain was a true act of benevolence. Thousands of Dutch traveled from the Netherlands and Belgium to Mexico, Evangelizing the indigenous population.

surprisinlingly, the Flemish Evangelizers were truly kind to the indigenous and native people unlike most of the Spanish who exploted and humiliated them.

The dutch were also interested in New Spain's Technology development, exporting Textiles, upholstery, Scissors astronomical instruments, material for the study of mathematics, clocks,etc..

(( Fun fact: some of the first "public clocks" in the Mexican cities were build and raised by the dutch ))

There was also tons of Dutch Artists who traveled to New Spain looking for inspiration, like Simon Pereyns who painted the 12 apostles of  Huejotzingo.

There were also a lot of Dutch and belgian merchants who decided to stay in New Spain , arguing "they fell in love with the hot country, its people and culture".
New Spain was truly interested and intrigued (for not saying other stronger words) in the Dutch's natural  rebellion against what she considirated "divine laws" ( Spain's laws of course) , In New Spain and rest of the spanish colonies, there was the stereotype of the Duch being against everything spanish, like the religion (sometimes being acused for heresy) Innerly, Raquel aspired to be like him someday.

Our official Diplomatic relationships started after Mexico's independence (in 1826) ,making  the Netherlands the   Second country to recognize Mexicos Independence from Spain. It was actually going to be the first, but due the Spanish rage and his own situation as a secondary european potency,
he decided to back off until another powerful country recognized it. Anyway, The diplomat for international affairs declared that The Netherlands king
and people were truly interested in the new born nation, and even when they'd had love to be the first to recognize it, their situation was truly hard. But as soon as another European country recognize Mexico's freedom from Spain they'd follow them right away. They wished the best to the young nation, declaring that they wouldn't have to wait for too long considerating United Kingdom's vice to annoy Spain.
And like if the dutch could see the future, soon after that, The United Kingdom recognized Mexico's independence, poking Spain's sore.

In the first official meeting where they signed a "perpetual friendship" agreement , Count Rheede stated that

"Mexico shouldn't be afraid to ask the Netherlands for protection or support, because his country was open to offer its hand to the Mexican friends."

Count Rheede also hesitated:

"The Netherlands can't be the first country to recognize Mexicos Independece, not because we don't want to,
but we considere ourselves too weak for such a great mission. but they would do everything that was in their
hands to support Mexicans, like recieving agents, migrants, facilitate communications between the two nations,
favor lovelorn expeditions in their ports to Mexico, etc. "

During a latin american reunion in Panama around the first half of the XIX century, a Mexican diplomat
announced "The Netherlands is officially, Mexico and Latin america's favorite country."
talking sweet things about the dutch's personality, enhancing their formalism, responsability, rebel and
charming personality.
